Environmental Training for the Construction Industry
Places are Still Available on IEMA Foundation Certificate Course
Have you registered your interest yet? The Foundation Certificate Course - certified by the Institute of Environmental Management and Assessment (IEMA) - is presented by ISYS International to give delegates an introduction to environmental concepts and their relevance to business and construction.

£2billion Spent on Construction in Derbyshire
Derby City is seeing massive investment into its built environment. Over £2billion is being invested into Derby’s infrastructure to make it a premier City. Local and National business with clients and key service providers and suppliers have formed a Derby Constructing Excellence Club to support clients and the construction supply chain perform. The Derby Constructing Excellence Club is to be launched on Tuesday 25th September 2007 at the Derbyshire County Cricket Ground from 5.00pm until 7.45pm. Guest speakers will be John Burns, National Club Steering Group Chair, and John Cadwallader Chief Executive of Derby CityScape, the company created to oversee, co-ordinate and lead the city’s regeneration. Consulting on Planning
The Infrastructure Forum participated in the HM Government consultation on the ‘Planning for a Sustainable Future White Paper’. We were privileged to receive a presentation from Ian Scotter, Deputy Director, at the Planning Reform Team from the Department for Communities and Local Government, who provided the platform for debate allowing a group of Infrastructure Forum members to assemble a response. The Infrastructure Forum welcomes the contents of the White Paper and strongly agrees with the objectives it is seeking to achieve. As with all new processes, there are elements on which we would welcome further detail and we have drawn attention to these in our responses. We support and recognise this is a positive progression in the development of planning.

2016 ‘Zero Carbon Taskforce
- A Communities and Local Government Department initiative (February 2007)
- The Taskforce came from the Government’s ‘Building a Greener Future : Towards Zero Carbon Development’ Policy Statement in December 2006 – the long-term goal being to reduce carbon emissions by 60% by 2050.
- 50% of the energy we generate goes into heating and powering our buildings, and 21 million homes account for around 27% (40 million tonnes per annum) of the UK’s carbon emissions.
- Clearly, therefore, there is an urgent need to change the way we have been building our homes, in particular, and our communities, generally.
- Using a progressive tightening of the energy efficiency Building Regulations, it is the Government’s intention for all new homes to be ‘zero carbon’ by 2016 (ie, 25% by 2010, 44% by 2013 and 100% by 2016).
- The idealistic concept of a ‘zero carbon’ building is that it produces no carbon dioxide and, by combining all the available innovations, can actually export carbon free energy back into the electricity grid.
- In reality, a truly ‘zero carbon’ home that has no carbon lifecycle impact at all, from construction, through occupancy (50 to 100 years?) and through demolition (and re-use) is a hugely complex concept.
- A truly ‘zero carbon’ home cannot rely for achievement upon construction and technology changes alone, but needs sustainable lifestyle and culture changes by the users/occupants to complete the solution.
- In the meantime, the UK’s carbon emissions grew by 1.25% in 2006, and the number of households in ‘fuel poverty’ rose to circa 3 million. (NB : 40,000 households are slipping into ‘fuel poverty’ for every 1% rise in fuel prices).
- To meet the Government’s housing ambitions, we should be building an additional 240,000 homes every year, and by 2016 these should not add to the carbon emissions associated with housing.
- The need for sufficient new housing at affordable prices to meet the current and future demand is, for the present at least, confounded by the additional 30% premium (circa £25,000) to the average construction cost of a home for the use of sustainable solutions (construction and technologies).
- Nevertheless, the 2016 Taskforce will:-
- Identify the barriers to the implementation of the 2016 ‘zero carbon’ target, and put in place measures to address those barriers.
- Develop a commitment publication, alongside the final ‘Building a Greener Future : Towards Zero Carbon Development’ policy statement, which will set out the respective roles of Central and Local Government as well as businesses, as we move towards the 2016 ‘zero carbon’ target.
- Develop a timeline for steps that need to be taken over the next 10 years to support the implementation of the 2016 ‘zero carbon’ target.

Carbon Accounting for the Construction Industry
Focussing on the issues surrounding carbon foot-printing in the construction industry, the Fifth Resource Efficiency Club workshop will take place at the Loughborough Innovation Centre on Tuesday 30th October. The sixth workshop is scheduled to take place at the end of November, and will be entitled, “Designing out Waste”.

emda Funding Helps More Firms Invest in R&D
Figures recently published by the Department of Business, Enterprise and Regulatory Reform (DBERR) show that East Midlands Development Agency (emda) made offers totalling £5.08 million to 61 companies from across the East Midlands under the Grant for Research and Development (GRD) scheme over 2006-07. This is a 70% increase on the previous year, highlighting emda’s continued commitment to helping businesses invest in the development of new products or processes to improve their overall commercial performance.
